Agricultural land in the new Territories occupied

on annual permits.

I agree to your proposal in paragraph 3 subject to the conditions set forth ibidem except that conditions 3(e) would appear to conflict with the object of this measure as shown in paragraph 2. If Crown lcases are to be offered "to increase local food production", the area leased should surely not be converted to building land even after 10 years, Grateful if you would give consideration to this point.

Grateful if you would also consider whether, to make the matter pellucid, a further condition should not be added to the effect that all leases will expire 'X' weeks before the New Territories expiry date so as to allow sufficient time to wind up transactions between tenants, mortgagees etc.
